Since January 1999, Poland has set up an energy management office to coordinate the heat price. The local heat price is determined according to the actual cost of heat supply (including heat production and distribution) in the previous year. For different cities, the heating cost is different and the heat price is different. Among them, due to the low cost of heating in Warsaw, the heat price is also relatively cheap.
In the large-scale building energy-saving transformation, the coordinated actions of financial departments are indispensable. Polish law stipulates that the payback period of investment in building thermal engineering and heating system modernization shall not exceed 7 years. After the transformation scheme, plan and budget are audited, 20% of the energy-saving transformation cost shall be paid by the real estate owner, and the remaining 80% shall be loaned by BGK bank which manages the national construction fund. During the 7-year payback period, the owner of the property will only pay 75% of the loan (and interest), and the remaining 25% will be paid by BGK bank from the national construction fund.
