At the beginning of the 15th Five Year Plan, the development of water resources in Northwest China has ushered in a strategic opportunity period guided by policies, supported by technology, and based on ecology. As a key region for optimizing the allocation of water resources in the country, the basic water situation of "water scarcity and fragile ecological environment" in Northwest China is vigorously promoting the modernization of the water management system and governance capacity to build a strong water security barrier for high-quality regional development.

Faced with the complex water situation and development needs in the northwest, the "15th Five Year Plan" will make technological innovation the core driving force for water upgrading. The digital transformation has shifted from optional to mandatory, and technologies such as cloud computing, big data, and the Internet of Things are driving traditional water management to leapfrog towards "smart infrastructure" to achieve real-time monitoring, intelligent scheduling, and precise governance of water resources. The intelligent monitoring of pipeline leakage in the field of water supply and drainage, the accelerated promotion of sewage treatment resource utilization technology, and the comprehensive popularization of water-saving irrigation, sprinkler irrigation, drip irrigation, and water fertilizer integration technology have helped steadily improve the utilization coefficient of agricultural irrigation water. Breakthroughs in key technologies such as unconventional water source utilization and groundwater overexploitation control have become important support for alleviating water scarcity. This technological innovation is providing a new solution for Northwest Water to solve the problems of "ensuring water supply, preventing floods, optimizing water distribution, and protecting ecology". In response to the call of the 15th Five Year Plan, a high-end platform for policy docking, technical exchange, and industrial cooperation has been established. The 4th Northwest Water Digital Development Forum and the Water Supply and Drainage Water saving Irrigation New Technology Equipment Expo will be held as scheduled in 2026. This grand event gathers industry experts, government and enterprise representatives, and technology pioneers to focus on core topics such as digital transformation, water supply and drainage safety, and water-saving irrigation upgrading, showcasing cutting-edge technologies and innovative equipment to share practical experience and successful cases.
