Water is the source of life, essential for production, and the foundation of ecology. With the rapid growth of the world population and economic and social development, water resource issues are becoming increasingly prominent. At present, many people around the world live in areas with water scarcity and even lack access to clean drinking water. In addition, the intensification of global climate change and the frequent occurrence of extreme weather events such as floods and droughts pose severe challenges to global water security. To this end, the United Nations calls on all countries and regions to take action, share advanced development concepts and technological achievements in the field of water resources, adopt comprehensive management measures that are energy-saving, environmentally friendly, and eco-friendly, and achieve the 2030 sustainable development water related goals.

In response to the global challenge of water security, China adheres to the new development concept of innovation, coordination, green, openness, and sharing, and insists on the water management concept of "water conservation priority, spatial balance, systematic governance, and dual pronged efforts". It coordinates water disaster prevention and control, water resource conservation, aquatic state protection and restoration, and water environment governance, and ensures water use for nearly 20% of the world's population, accounting for 6% of the world's freshwater resources.
