Therefore, safety monitoring and protection are crucial, and charging technology and safety are of utmost importance. In this context, the solution for community charging is the urban operator model. Urban operator model, which means centralized control of charging equipment in a residential area to ensure charging safety; The operator will assist government departments in planning the construction and energy management of charging networks, as well as vehicle safety and fire safety management plans, based on the overall promotion and use of new energy vehicles. At the same time, charging network operators are responsible for the operation and management, equipment maintenance, and upkeep of the entrusted charging facilities. During the entrusted period, they are responsible for the safety management, emergency rescue, and other related responsibilities of the charging facilities. In case of charging safety accidents, the government will directly hold urban operators accountable, and charging operators have become the main responsible persons for the government's management of safe charging in residential areas. At present, TEDA has actively promoted the urban operator model to multiple cities, and has implemented it in multiple cities across the country, such as Qingdao, Chengdu, Tianjin, Shanghai, and Shenzhen, achieving good results.

Shandong will accelerate the construction of a new pattern of high-quality development of charging infrastructure. According to the "Plan", Shandong will base itself on the new development stage, fully, accurately, and comprehensively implement the new development concept, serve the construction of a new development pattern, innovate development models, play a market role, adapt to local conditions and promote classification, create "two networks and one platform", build "three systems", promote "three types of innovation", and form a moderately advanced, balanced layout, intelligent and efficient An open and shared charging facility system provides strong support for the green and low-carbon transformation and high-quality development of energy and transportation.

The Plan clearly defines development goals. By 2025, the number of public and dedicated charging and swapping stations in Shandong Province will reach over 8000, with charging infrastructure exceeding 150000 units and personal charging infrastructure exceeding 250000 units. Among them, there are about 5000 public charging and swapping stations and about 95000 charging infrastructure units; There are about 3000 dedicated charging and swapping stations, and around 55000 charging infrastructure. We will accelerate the construction of "two networks and one platform", continuously improve charging service capabilities, and focus on ensuring the charging of residents, creating a charging service network for residential areas. Strengthen departmental coordination and cooperation, improve the mechanism for promoting the construction of charging facilities in residential communities, and promote the construction and renovation of charging facilities in residential communities. Support the installation of charging facilities with orderly charging functions to meet the needs of large-scale charging stations connected to the power grid. 100% construction of charging infrastructure or reserved construction and installation conditions for newly built residential parking spaces, synchronized with the main building design, construction, and acceptance. Existing residential areas with installation conditions are encouraged to explore the application of models such as multiple vehicles, one pile, and nearby parking space sharing. For residential areas that currently have no installation conditions, the problem of electric vehicle charging can be solved through various forms such as power expansion, community renovation and construction. Promote the construction of charging infrastructure to be included in the renovation of old urban communities and the construction of urban residential communities to address shortcomings.
