The notice pointed out that promoting the construction of distributed rooftop photovoltaics throughout the county (city, district) is conducive to integrating resources and achieving intensive development, and is an important measure to accelerate the development of distributed rooftop photovoltaics. The document emphasizes the need to organize and carry out pilot projects for distributed rooftop photovoltaic development throughout the county. It requires that the proportion of installed photovoltaic power generation on the total rooftop area of Party and government buildings should not be less than 50%, the proportion of installed photovoltaic power generation on the total rooftop area of public buildings such as schools, hospitals, and village committees should not be less than 40%, and the proportion of installed photovoltaic power generation on the total rooftop area of industrial and commercial buildings should not be less than 30%. The country has a very clear attitude towards building green cities, towns, and industrial parks through the layout of distributed photovoltaic projects. It is expected that during the 14th Five Year Plan period from 2021 to 2025, the newly installed capacity in China will reach between 90 and 100GW.
The Development and Reform Commission of Henan Province recently issued the "Action Plan for Accelerating the Development of Roof Photovoltaic Power Generation in Henan Province", which announced the pilot list of distributed photovoltaic development on roofs in the entire county (city, district) of Henan Province. After all 66 counties (city, district) are completed, they can effectively develop a roof area of 240 million square meters, construct about 15 million kilowatts of photovoltaic power generation, and invest about 60 billion yuan directly, The annual power generation can reach 15 billion kilowatt hours. Against this background, in the first half of 2022, the construction of distributed photovoltaics in Henan Province has made remarkable progress and achieved remarkable results. As of the end of June, Henan Province has added 5.4GW of photovoltaic installed capacity, including 4.445GW of household photovoltaic installed capacity, ranking first among all provinces in China in terms of household photovoltaic installed capacity; The newly installed capacity of industrial and commercial enterprises is 755MW, a significant increase compared to the same period in 2021.
